The Mantra here is "Everthing thing is important". The mantra's clarification is that every thought, activity, resource allocation, especially during pre-launch and start up phase is to be considered as important or at least meagerly important.
After the process is known, understood, the acquisition phase of process becomes growable into ancillary skills or additional tasks potentially worthy of additional resource allocation for consideration.
